Second Man Dies In Custody at Moshannon Detention Center Since August

PennLIVE has reported a second death at Moshannon Detention Center in the past 10 months.

An immigrant from Africa has become the second person since August to die in ICE custody at a Pennsylvania detention center.

Fouad Saeed Abdulkadir, 46, from Eritrea in northeast Africa, experienced “medical distress” Dec. 14 and died at the Moshannon Valley Processing Center in Clearfield County, according to an Immigration and Customs Enforcement statement.

Abdulkadir had been held for 215 days awaiting an immigration hearing.

Abdulkadir’s death comes after Chinese immigrant Chaofeng Ge was found Aug. 5 hanging by his neck in a shower stall with his hands and legs tied behind his back. Ge had been arrested in July in Dauphin County.

In November, Ge’s family filed a lawsuit seeking information on his case.

ICE’s statement said Abdulkadir complained about chest pain and was taken to the medical department where CPR was given. Emergency medical personnel were called but pronounced Abdulkadir dead.

Abdulkadir had been a permanent resident since April 2018. Six years later, he was convicted of wire fraud and theft of public money in Ohio and sentenced to 21 months in prison.

An immigration detainer and arrest warrant for Abdulkadir was issued in the summer of 2024 while he was held in a low-security federal prison in Union County.

He was then transferred to Moshannon Valley, said ICE.
